Separate standing instructions from per-request ones

Work out what belongs in standing instructions and what belongs in each request.

1. **Sort what I gave you:**
   - ***True every time*** — role, register, format, prohibitions, how to handle missing information → **standing**
   - ***Changes per request*** — the material, the specific ask, this one's constraints → **per turn**
   - ***Looks standing but is not*** — **a length limit that varies, a format that depends on the task.** *Putting these in standing instructions is why they get ignored when they should not apply*
2. **What is currently repeated every turn** and should be lifted out
3. **What is in standing instructions and should not be** — ***anything that would be wrong for some requests***

**Then:**
- ***What to expect to drift.* **Standing instructions fade as a conversation gets long — say which ones matter enough to restate**
- **How to restate cheaply** — a short reminder, not the whole block
- ***What to check to know whether the standing instructions are being applied at all***

**Also:** ***if what I want cannot be a standing instruction***, say so — **anything requiring judgment about the specific request has to arrive with the request.**
