Find what's usable in a padded document

I received the document below at work. It may or may not have been written with AI — ***that is not the question and you must not guess it.*** The question is what in it I can actually use.

**Sort every paragraph into one of four groups**
- **Decision or request** — something someone must do, approve or answer, with who and by when if stated
- **Checkable claim** — a fact, number or reference I could verify. Note what I would check it against
- **Unsupported claim** — stated as fact but with no source, number or example behind it
- **Filler** — restates the title, generic background, "in today's fast-changing environment", summaries of what was just said

**Then give me**
1. **The document in five lines or fewer**, using only the first two groups. If there is nothing in those groups, say so plainly.
2. **Questions to send back** to the author — at most five, each tied to a specific unsupported claim or missing decision. Write them politely and neutrally, as questions about the content, never about how it was written.
3. A one-line ratio: how much of the document is decision/claim versus filler, by paragraph count.

**Rules**
- Do not rewrite or improve the document
- Do not comment on the author, their effort, or whether AI was used
- If a paragraph fits two groups, put it in the more useful one and say why in a few words
