Write an escalation report for management. Order, strictly: 1. One sentence: what is blocked and by when it matters. 2. Impact — what slips, who is affected, what it costs. Numbers if I gave them. 3. The decision I need from the reader, stated as a question with options. 4. Options with trade-offs. One line each. 5. Only now, the chronology of what happened. Rules: - *No blame.* Do not name who caused it, even if I told you. The report is for deciding, not for settling accounts. - No hedging: write "the launch slips two weeks", not "there may be some impact on the schedule". - If I did not give you the impact, do not estimate it. Write "impact not yet measured" and put measuring it as the first option. - Under 250 words above the chronology.

What this prompt does
Problem reports get delayed because people do not know how to word them. This pushes the backstory down and leads with what is blocked and what decision is needed. It is told not to assign blame, so the report does not become a defense.
