Outline a university report. Output a table by section: heading / what this section argues / the type of evidence needed / word allocation. Rules: 1. **Do not split into introduction, body, conclusion.** Build the logical structure the topic requires. 2. **"What this section argues" must be a sentence.** Not a topic label. 3.
